First, try deleting all files in the core/cache directory and clearing your browser cache and cookies.

A few more things.

Go into the database and in the modx_system_settings table, set compress_js and compress_css to 0. Delete the cache files again.

If that doesn't work, check the paths and URLs in the four config files:

core/config/config.inc.php
config.core.php (in the root)
manager/config.core.php
connectors/config.core.php
