There are related keys in System Settings.
Searching for "feed" you'll find the keys feed_modx_news_enabled and feed_modx_security_enabled.
Set them to "No".
If you don't want to disable it for everyone, it's easy enough to clone the default Dashboard, remove those widgets, then assign that dashboard to your editor user group.

I haven't tried it, but you should be able to create User Settings with these names to set them on a per-user basis. Those will override the System Settings.
As of 2.3, you should also be able to use Group Settings, although there have been some reports that this new feature is still a little buggy in some respects.
Thank you all. I never releazed this got some reply. While I marked ottogal response I would like to know how to achieve Sottwell's and BobRay's suggestions as those are exactly what I would like to do. But in the meantime ottogal's solution will calm my end-users.
