I previously set up a quoting system on a website using uservaluelist and cookielist for users and guests respectively. Basically, it is a shopping basket but instead of paying at the end, the user sends an email with a list of products to get a quote.

While the previous set up worked, I'm looking for a more robust way of doing it without a full blown e-commerce solution.

The ability to later turn it into e-commerce would be useful.

Any advice would be much appreciated.

      You could use miniShop2? (http://minishop2.com/)

This way, you would have an easier job of going full-ecomm in the future, whilst at this stage you can retain the order as a quote and not actually integrate any form of payment provider.

Thanks, I've already started using this and I'm impressed how good it is. Everything I require seems to be included.
