    3 servers:

    • 1 site with content, 2 people writing pages, uploading images, etc.
    • 2 sites for 2 software developers who write snippets, adjust templates, etc.

The 2 software developers don't work on the same snippets and coordinate all template changes.

At the moment every change on a software developer's site has to be copied to the content site by hand. The content site gets copied (migrated) back to the developer sites from time to time to reflect the current state of the project.

Is there some way to simplify the work flow?

One partial solution is to use static elements, which store the data as files. That way you can use FTP to update the files either way. This also allows you to use GitHub for version control on them.

It won't help with changes to TVs, System Settings, Menus, etc., but it will certainly work with snippets, chunks, templates, and plugin code.

There are ways to coordinate development using mcache and remote SQL access, but it gets complicated.
