Based on the response I received it seems it is technically possible to remove a rule from a site.
I will remove this rule from your site.
Might depend on which engineer answers your support request or GoDaddy policy but I'd press them to help.
The site I'm working on just now trips mod_security every other day which means I have to stop working and find something else to do while I wait for Support.
