    I am wanting to setup a user group that can view and edit registered users from the manager, but not have access to editing templates and various configuration files. So I created a user group and duplicated the "Content Editor" ACL. Then I went through and enabled all the "User" options I could find. However I'm still not seeing the Manage>Users menu item in the top menu.

    It's entirely possible, I guess, that I don't have something linked correctly.

    What else needs to be enabled?

      You probably need the menu_security permission.

      I always do this the other way around. Use a duplicate of the Administrator policy template, and a new policy using that duplicate. Get the group set up and working, then start removing things I don't want from the policy template.
