ok - here is the deal - I installed 2.2.15 and it was smooth as butter.

I have no idea... first attempt - works great. Yes the cache files are still owned by nobody but there are no problems.

What are the file permissions? In your case, owner isn't the problem, it's the permissions.

I've tried it as 755 and 777 as well as 664 and 666 - the strange part is that 2.2.15 runs fine. 2.3.1 doesn't - perhaps its not permissions related at all. I am unable to open a new resources or windows in the new manager, I just get a white screen - so I was assuming a permissions issue. But maybe its larger than that?
