Its seems like QuickEdit works only for administrator with role no 1 (initial manager user). I got one more administrator and QuckEdit is not showing for him at all. I made a test administrator and editor manager - no QuckEdit block on front page.
PS. I also did a thoroughful search in the forum for no luck. And I noticed we have no QuickEdit-dedicated thread/section, maybe it is worth of one?:)
In the role for the other administrators you need to set the Run module option in order to get QuickEdit to work for them.
