How can I call the [[+latest_posts]] from articles anywhere on my website? The call only seems to work on the actual Articles pages.

That is a placeholder, and you need a snippet on the page to generate it. I'm not that familiar with Articles, but I suspect that there is a getResources snippet call generating that placeholder in the Articles template.
