ERROR: Too many forward attempts! The request could not be completed due to too many unsuccessful forward attempts. I already have error and unauthorized page

I looked at the fix for this problem but I already have an error and unauthorized page. Also my manager shows only text , no css or pics load.

The problem could be related to a corrupt install or an issue with your hosting environment. Can you please try uploading the files again. If the problem persists can you tell us more about your hosting environment and how to replicate the problem?
