Could someone explain or point me in the direction of a tutorial on creating custom fields for end user management.
An example would be image and video fields which the user will be able to change.

bit more of an info, what kind of endusers this are?
One image and one video for each user?
Many of them?
where should this videos, images belong to?
Just to the users itself at a user-profile-page?

The end user will be a typical general user that will make simple edits/updates to the website.
So for example I would like to be able to create user/s as editors, they will be able to update the site wide sliders , videos , images on a per page basis.
This is why I would like to create custom fields for them to manage.

Aah, you are talking about editors, who have access to the manager.
This is what Template-Variables are for.
If it are single images you would create a image-TV.
It it are multiple images per page, you can use a MIGX-TV.
