User settings won't work after upgrade.

In Manage > Users I am accustomed to add system settings specific for that user in the Settings tab. Since upgrading to 2.3, these don't work anymore. For example I set the language with a key: manager_language and value: nl or key: basePath and value: assets/img/ .

System wide settings do work though.
