Sorry all,
This has probably more to do with my web host than MODx, but I've never had this problem before. I have to manually create the assets/ directory and MODx wouldn't even delete the setup/ directory. The first picture is what my manager looks like, notice the error at the top. Never encountered this type of problem.

I'm inclined to agree this is a hosting related problem. Can you tell us more about your hosting environment?
I am doing this for a client, and their hosting services is kind of weird in the way it is done (no cpanel or anything like it) so I am having trouble gathering information. What kind of info are you looking for?

There is a lot of potentially helpful information, but if you narrow it to a single item your phpinfo output would be the most helpful.

Now heres a good one for ya.
phpinfo() disabled for security reasons.
This host seems to have their security too locked down. If the account you have doesn't even have the rights to create folders, I'd imagine that your install may have not gone well. In addition, if they are disabling phpinfo() for you, are they worried you're going to hack into your own site?
So far, the only issues I've ever heard of with MODX Manager gone wild have been either based on bad installs with lack of rights and certain compression algorithms turned on which mess up manager at run time.
If their host maintains that there is nothing wrong with their site, install it on another host or put it on the cloud to demonstrate otherwise.

ini_set() disabled, and phpinfo() as well? Time to move hosts.. or at least very strongly suggest to your host to enable those functions.
Every host has to make a decision on how tight they lock down their servers. In this case perfectly valid and commonly used functions are disabled so they went overboard with that. Who knows what else they consider off limits.. you could check in the phpinfo, but hey that's locked down too!
This is a big red flag.

The lack of a control panel, and highly locked down php configuration. It sounds like someone is reading server security 101, without getting to the chapter on balancing security with keeping the hosting usable. I would also recommend changing hosts to something a little more standard. I would personally suggest SkyToaster, but don't be afraid to look around.
