Same here. All my System Settings' modified dates are blank until I actually modify them. Do you have any plugins active that could be affecting System Settings?
Sorry guys. I entered a new setting, and you're right, things are working as expected. I must have somehow updated my first setting without taking notice of the update (to get a value in the modified field), and the "1969" for the shifted epoch in the other value kinda threw me off...
