dev staging production environment

Today, I have a situation with a client where we are writing scripts to manually tar modx and mysql dbs up and transfer them to staging, then to production.

I would love to have a tool/way to do this without needed to restart servers and only push the newest items. Anyone got ideas?

I'm actually using solaris (don't ask) so the option for some of these tools isn't available. I'd love to see some php tool that can migrate files and synchronize databases that works well with modx.
