We are currently on MODX Revolution 2.2.14-pl and are running into an issue.

We have templates located in each of those categories and every time we click on a folder nothing appears and the little arrow vanishes. The content is in the database however we can not access it from the frontend.
We have disabled all caching for our site and can verify that we are not having any errors in SQL or javascript. This error happens in all browsers that we have tested.
The strange thing is this... this started happening a few months ago for one user and we just started to use another user that did not display this error. Now, this user is having the issue.
ANY insight would be great!

The folders under Categories only show nested categories. They do not show elements in them.
Ok... then it is not showing those either.
The Category part of the tree is only for managing categories, not elements (though elements used to show up there on older versions of MODX).
Your templates should show up under the "Templates" section where they will be under their categories. Is that not happening?
I'm not sure what you mean by this: "The content is in the database however we can not access it from the frontend". Can you give some more details?
