I’m in the assets/files folder and it is giving me the dreaded "Upload feature inhibited" message.
I have folder set to 777 permissions.
How come I’m getting this message? For the Built-in Administration account that was installed with modx, I DO NOT have this upload problem. But if I create another user with Administrator privileges, it won’t let any other user I create upload anything.

Update:
I figured out my issue.
As it turns out modx doesn’t use it’s own defaults when creating a new user. So the default setting is to not use your own defaults. Stupid. I wasted an hour because of this??? Unbelievable.
