I guess the way is like this:
1. copying core/lexicon/en folder to a new folder say core/lexicon/cn and
2. translating values of each php file to the new language ones, then
3. "system settings"->core->"lexicon and languages", changing cultureKey from 'en' to 'cn'.
is this method right?
I can't try it out because I'm stuck in "system settings" when I select "lexicon and language", the page show "Loading..." infinitely!

Is this for creating a translation to be committed to MODX Revolution or a private project?

The infinite loading could be a sign that there's a PHP syntax error in one or more of your lexicon files. A missing semicolon or quotation mark could do it.
