Generally, custom site themes are styled using .css files. I don't see the purpose in such an admin panel.
How would this CMP work? Saving would write to the CSS files? You can use resources as .css documents, which would be much easier to set up. You could even use multiple resources, one for each section of styling, then use a snippet to concatenate them into one .css resource.
I have my html website. I would like to turn the html into a MODX Theme.
I have the original folders of my html here:
modex/assets/themes/theme_name/css/
modex/assets/themes/theme_name/js/
modex/assets/themes/theme_name/images/
Is this the best way to do it?
I need to create an admin to font, style, color, etc customization. How can I do that?
I want to have an admin just like the one I attached before.
I am new here, so I hope someone can help me with that. Thanks!

You do not need an admin panel to modify your styling. Your stylesheets are in assets/themes/theme_name/css/. Just edit those files.
You can use the File Browser to edit the files; if you install one of the code editors like Ace or CodeMirror you'll get a nice editing form with line numbers and syntax highlighting. Or you can use almost any code editor; there are several available specifically for managing CSS, and they'll automatically work through FTP or SFTP to access your site's stylesheets.
If you do really want an admin panel, you'll need to create a Custom Manager Page with the forms, which will automatically edit those same .css files. It's far more trouble than it's worth, in my opinion.
