Answered Backend User Unable To See Frontend Resource

Just when I think I'm starting to understand Modx permissions, I'm back to feeling stupid.

I have some frontend resources which belong to a resource group called "IT Staff". I have several people who are part of a user group called "IT Staff" and that user group is attached to the resource group of the same name (both mgr and web contexts). However, when a backend user logs in via the frontend, they are unable to view the resources which belong to the "IT Staff" resource group. What am I missing?

What policy is attached to the web context Resource Group ACL entry for the IT Staff Resource Group? Are the docs published?

Yes, I double checked that all docs are published. The IT Staff policy is associated with both mgr and web. I also flushed the permissions but that did not help.
