Does anyone know if there is a way to view and edit a CSS rule while on the manager page so I don't have to switch back and forth between the template I'm working on and the css file?

I figured out how to use the quick update element feature from Bob Ray's book MODx The Official Guide. On Mac, control click on the element, and select quick update. Life is now much easier.
you can make the template a static resource. Than you can edit both in a good html/css/javacript/php - editor.

I'm am in a development stage and the constant moving back and forth between my template page and css file was driving me crazy. Using the quick update was the exact thing I was looking for.

I use the quick update a lot for this, but I also just open another tab most of the time. That works nicely.
One of the drawbacks of using quick update is that there's no syntax highlighting available. When working with the template, or even CSS, it's nice to have the highlighting and line numbers available. Thus... tabs.
Opening another tab is a good idea. So far the quick update has been very helpful. Thanks for the feedback.
