Doesn't look complicated. You need to create the keys, then append them to the base URL. There's even a PHP function to do it. It shouldn't be hard to use weblinks with a couple of TVs for the time and the JSON string (you could use a MIGx TV for that one; it automatically saves to JSON). Then use a plugin with the PHP code to append the key/value pairs to the URL before saving.

Hm. Are the files all in an organized file structure? It might be possible to use a snippet to process the file structure and generate the links automatically. Perhaps something like
FileDownload R, which even has a plugin so you would be able to generate the proper secured links.
