Answered Upgrade to 2.2.10-pl - Where did the 'Resource Groups' tab go?

Situation
We've upgraded a client's website from 2.1.3 to 2.2.10-pl and we have found that some security settings have changed with our users. We've done our best to get things to match up to the old site, but it's choppy at best.

The Problem
For the life of me, I can't seem to get the 'Resource Groups' tab to show up when a user is editing a resource. I've attached a screenshot of what an admin user can see for reference. Unfortunately, my client's user can't see the 'Resource Groups' tab.

I've tried:

Add a 'Form Customization' rule that applies to all users...but it still doesn't work.

First, try deleting all the files in the core/cache directory and clearing the browser cache and cookies. There may be something leftover from the previous site.

If that doesn't help, try turning off the compress_js and compress_css System Settings.

I'm glad you figured it out. Once you've modified the Policy Template and the Policy, it should apply to all user groups once you flush permission and sessions. You shouldn't have to modify the User Groups.
