I think during an upgrade on MODx or my webserver, the web users database tables got messed up (wouldn’t set them to a default webuser group, etc.).

I want to do a "clean" wipe of everything webuser related (there’s not that many members ATM, so it’s a non-issue, plus I’ll be making a backup beforehand). Now, besides deleting all of the records, I would need to reset the internalKey values. What command would I put into phpMyAdmin to do this?

Or just use the Trash Can icon in PHPMyAdmin, which executes a TRUNCATE command, effectively removing all rows and resetting the auto_increment value...
      TRUNCATE `modx_web_users`
      TRUNCATE `modx_web_user_attributes`
      TRUNCATE `modx_web_user_settings`

and if you had any group memberships recorded, this will remove those as well, but will not remove the groups themselves:
      TRUNCATE `modx_web_groups`

NOTE: replace modx_ with your own table prefix
