    I'm working to wrap my mind around the best way to present a custom Manager interface to a single trusted user.

    Reading through how and why to create CMPs seems like it may be a little bit of overkill for what I need to do, so I'm wondering if there is a way to just strip out most all of the buttons, links, tabs, and doodads until there are only the handful I'm aiming for.

    So, I can create a new manager_theme, and assign it via the system settings... can I assign this new template to just this one user, but have it so that the main administrator account sees the default admin interface?

      You should be able to do so by adding that particular setting to that particular user.

      In the manager, go to Security > Manage Users,
      Right click the user and choose Update User.
      Click the Settings tab.
      Click Create New and add the manager_theme key and the specific value of the stripped-down theme.
      Save and click Security > Flush Permissions.

      The setting will now override the system setting for that particular user.
