Hello. I'm working on creating a custom Manager interface, and two current tasks are to:
:: limit a special Manager login to be able to create and edit user accounts, but not be able to, say, edit the admin account
and
:: limit the same Manager login to be able to upload files via the file manager, but somehow set a base-level path, preventing them from going any deeper into the system
I saw in one of Bob Ray's pages that there used to be a 'tree_root_id' parameter, and although it is deprecated now, that's the kind of functionality I'm looking for.

in addition, how would I also:
:: limit the same Manager login to be able to create new user groups without being able to edit/see certain groups, such as (anonymous) and Administrator
:: the same for roles...
basically, I would like to create a Manager user who can create other users, but who cannot mess with admin or other system stuff.

IMO the best and simplest way to manage things like that, is to create some Custom-Manager-Pages.
They can easily be created with help of MIGXdb.
I have a small example for managing some special Users-stuff at Github:

CMP - generator is only for creating the basics for working with Custom - tables with xpdo.
This part is also included within MIGXdb.
With MIGXdb you have everything, what you need, to build the CRUD - stuff for managing db-records.
It does create the grid, the form, has default-processors in-place, which can be created customized copies from, if they do not fit some needs.
For most tasks there are no custom-processors necessary.
In this example, I'm calling existing modx-processors inside a custom-processor:

The Configurations for the grids and forms are completely created with the MIGX - Configurator - CMP.
