Is there a way (which I'm sure there is via a plugin) to allow a child resource access to certain templates and not other resources (who are not children of a specific parent)? Essentially I want the resources who have a parent id of "1" to see only five templates, and resources who are not children of id 1 to NOT see these 5 templates.

You are referring to what the editor sees in the template select drop-down? I seem to remember this being brought up before, and if I recall correctly there was no way to do that.

Hmm. I made an excellent creamy potato-leek soup last week, crab nuggets would have been very good in it.

I am looking into a custom resource class as a means to an end for what I want to achieve. I'll post the results, if any.

I don't think that has anything to do with resource classes, it's done in the Manager code. It would be a feature of Form Customization.
In the general scheme of things, Templates are restricted by user group, not by Resource. As Susan says, it would make sense as a Form Customization feature request.
In theory, a plugin could inject some JavaScript at the end of the Create/Edit document page that would hide selected templates on that drop-down.
