I have about 15 TVs created for a client which are used to create and update a list of Partners.
Currently, when my client creates a new Resource for a Partner, they have to navigate to the TV tab, find the relevant category and fill in the TV fields.
If I only wanted client to be presented with their 15 TVs on the very first screen, would this be called a CMP or Form Customization?

NewsPublisher would show just the resource fields and TVs you want in the order you want them shown (in the front end). Tabs are optional and you can put whatever you want on any tab.
If you'd rather keep them in the Manager, you might be able gin up a CMP that called NewsPublsher with $modx->runSnippet().
MIGX might also be an option.

If I understand the question correctly I would actually say Form customization. You can use the template or whatever to determine if the create/update action involves the situation you are describing. Then you can decide to display an altered form with all your TV's and different tabs or whatever you want.

I basically don't need the default TVs such as long title, summary, description. I have Bobs book which covers Form Customization so will look into that too.

Certainly sounds like Form Customization is where you need to go. The down side is that you have to create templates and attach the relevant TVs (so your template list will get longer), but it allows you the flexibility to move TVs to, say, the modx-resource-main-right panel, and turn off the items you do not want to show. The only issue is that the main fields (pagetitle, longtitle, etc) can only be shown or hidden... you can't move them from their "home". Also, new tabs can only be placed at the end of the standard tabs (unless you write a plugin to move the tab onDocFormPrerender to the front of the line).
Form Customization is a little confusing at first set up, but once in place, adds a great level of customization to resource forms based on a selected template
