I am getting the following errors across our website and cannot seem to find anything about this.

I have tried to check this file but I cannot due to permissions so I tried to edit the permissions and cannot do that. The files both exists and haven't changed since August so I am not sure what has happened. I've had to empty the cache a couple of times today/yesterday too which is abnormal as it's generally fine after the first time.
Please can you help?
