Multisites, created by users

Hi,
Is there a way, to let users create their own (small 2-3 pages) site with subdomain.
It should be automated (entry for virtual_host and other server stuff), by filling out the form with desired subdomain and some prepared design options like template, images and confirmed with button.

Would be a great business
think it's possible but it requires a lot of skills and job...
