Yes: http://bugs.modx.com/projects. The first "project" listed is the documentation.

I think you can log in there with your Forum credentials.

To report issues regarding specific docs, you can click the link in the top bar of every page. With regard to suggestions for the documentation @BobRay was close: http://bugs.modx.com/projects/docs/issues If you can keep suggestions separate, i.e., one suggestion for comments and another for improving the structure of the API reference. Though, in all reality, I've noted them but it may still be good to capture them in writing.

We're definitely considering comments as comments are excellent for augmenting with examples or solutions as seen at PHP.net.
