Are both tables from the same version of MODX?

Is the user with an ID of 1 the default admin user in both tables (should be the first record in both)?

You will also need to import the user_attributes table so each user will have a profile, and if the users are in user groups, that will complicate things further.

If you are comfortable with PHP CLI and have SSH this is very easy to do with the users teleport template.

I think the users overwrites the whole table not sure if it merges. There is also a single user template.
