Fckedior can't upload file's name in Chinese

In the past, we try to insert/edit link in TinyMCE editor, we only upload ascii filename, soemtimes if someone upload the file in Chinese. It will turn into something else. Also, if we FTP teh file directly into the directory, the filename is in Chinese, but when we do a insert/edit link -> Link URL ->Browse icon which bring up the FCKeditor, then click on the directory on the left that contains the file, then nothing display (files, sub-folder ... etc.)

It seems that the TinyMCE or FCKedit is not unicode ready? Anyone know any solution to this issue?
