I am running Revo 2.1.3. In TinyMCE, if I want to add a link to an external file (say a pdf) I highlight the link text, click the link icon then the browser icon. Normally, this would come up with a gallery of files already uploaded, but in my case the browser just shows an internet connection issue (though connection is fine - tried on multiple browsers and computers).
Is there something I have to do with permissions or the browsers file path in config to get this working?

First I am not an expert on this so take my advice with a grain of salt. It's possible that the first time you loaded that popup window there was an error or your internet connection was down for a split second. And now each time you open, you are seeing and older version snapshot (cache). So try to cleaning your cache by utilizing a hard refresh (Ctrl F5) and see if this helps. Sometimes old cache is hard to get rid of so maybe try the hard refresh a few times.
Try to right click the pop-up window and then select: Reload or refresh to see if the window refreshes and then displays properly. Also check to see what happens if you try and add an image? Does the pop-up window display properly for adding images? There a a couple of options that open pop-up windows so we are trying to see if it's all the pop-up windows or only your link pop-up window that has an issue.
My other thought is maybe you have an ad blocker that could be stopping the window from displaying properly. I have a few extensions in firefox (Advertising Cookie Opt Out, Keep my Opt Out, and Adblock plus) that is supposed to stop Yahoo and Google Ads, but these extensions sometimes blocks content I do want to see. I do have these ad blockers enabled and I am seeing the pop-up windows properly. That does not mean you will.
If you continue to see the problem I suppose you could uninstall TinyMCE via: system> package management. And then re-install to see if it fixes the problem. I have had installation issues before and this helped fix some issues for me.
Could be something deeper and I would not be the person to consult on this. If my help does not resolve your problem then you might want to seek additional advice. Maybe someone who understands TinyMCE better than I.
