No, because it's a menu item, you can add a another permission to it in System -> Actions. If you right-click on the "Manager Actions" item (under Reports) in the right-hand tree and select "Update Menu," you'll see that the last field is "Permissions." It's set to 'logs' by default, but you can change that.
If you set it to
for example, only users with both permissions could see the Manager Log.
If necessary, you can create a custom permission for this, but it's a pain because you have to give yourself the new permission to keep from hiding the menu item from yourself. You need to add that permission to the Policy Template that affect you in the Manager. If it's the Administrator template, you'll have to duplicate it, add the permission to the duplicate, create a new Policy based on that Policy Template (making sure that you've given yourself the custom permission), and assign the duplicate Policy to yourself in your Context Access ACL entry. It's a lot easier if you can find a permission that's already in the Administrator Policy (not the Resource Policy -- those permissions don't apply to this case) that the user doesn't have.
