That doesn't make any sense. If resource A contains a link to a static resource S, however that link may have been inserted into resource A's content, then how can a link to resource A result in trying to download static resource S? I'm right now working on a site using MIGx TVs, Wayfinder, and getResources extensively on thousands of pages with thousands of links to thousands of static resources.
The resources are regular resources, HTML type and inline disposition. They contain various listing snippets to get lists and tables of files (represented by static resources) for download.
The static resources have custom types, PDF (binary) and attachment disposition. You can view the pages generated from the resources, and see the lists and tables with the links to the static resources. Clicking on a link to one of the static resources results in a download of the file.
In HTML, linking to a PDF file (or a static Resources that's masquerading as a PDF file) will display or download the PDF depending on the browser settings (which you can't control).
I think this might get you what you want:

God pointers Everett. Sottwell has indicated xPDO a couple of times and I just wouldn't listen but reading the link proofs it would be good to try. Seems like MODx version of SQL, literally!

xPDO is extensions to the PHP PDO database abstraction layer.
As used for the MODx core, it lets you do really interesting (and easy!) object-oriented things with users, resources, elements, even your own custom objects.

By the way, I strongly recommend signing up for BobRay's newsletter. He comes out with really worth-while articles and tutorials quite often.
