You should have a look at the Twitter Bootstrap framework. It has lots of forms, widgets, navigation and buttons already coded up so you can take them and then customise them to your own design. I'd recommend using it as a starting point but making the effort not to run with the default stylings otherwise your site will look very "bootstrappy".
Bootstrap 3 has just been released and is a lot lighter in it's code base that V2. I notice the MODX Extra based on TB is using v2. Nothing wrong with that but V3 brings some great improvements to it's capabilities and is built with a "mobile first" approach.
There's also Zurb Foundation which is another Framework with some pre-cooked elements.
I've heard good things about the Skeleton Framework as it's very light and makes less assumptions about your requirements.
