Manager Roles - confused user cannot create document

Hi
I wanted to give a user a simpler view of the manager, so created a role ’site editor’
Have Ticked all the General and all the Content Management options.
Also have run module ticked (I think I saw somewhere this was needed).

However when user tries to create a page works OK until try to save when get a message:

You do not have permission to create or move a document here!

There are no groups at all, all pages are public.

Can anyone help out with why this doesn’t work?
Can you do this and what are the correct settings?

In the configuration there is an option to allow users to create documents in the document root.
