Can't create new document

I have created a Webmaster role with the permissions to create new documents. However, each time that user tries to create a new document they get this error in the manager:

You do not have permission to create or move a document here! Please choose another location.

Anyone know why this happens?

EDIT: I found this http://modxcms.com/bugs/task/722 , but where’s the fix? Not sure it’s the same issue either, but very similar it seems.

There is a setting in the main Configuration to allow/not allow user to create documents in the root of the document tree.
