The site itself, or just the Manager? Which version of MODx?
Just the manager, its version MODX Revolution 2.2.6-pl (traditional)

Go to Security, and right-click on your username to edit your user. Open the Settings tab, and click on Create New.
In the Key field, put manager_language.
In the Name field, put setting_manager_language.
In the Description field, put setting_manager_language_desc.
For the Field Type, select Language.
Leave the Namespace at core, and the Area Lexicon Entry empty.
For Value, put the two-letter code for the language you want. en = english, fr = french, etc.
Save the user, then log out and log in again.
Of course, your form will be in Russian, but this is what it looks like...
Sorry, but I cannot find the security tab? Below there is a picture of what the page looks like. And I cannot find a security tab anywhere, I cannot even press the name.

You don't have sufficient permissions then. You'll have to get an admin user who does have the necessary permissions to do this for you.
Ok. Thank you very much for your help
yes definitely you should create your security setting.
