How is ++site_url determined during parsing?

Thanks for the all tips, that is helpful and gives me some good options to explore. @sottwell, Would you mind outlining the steps for performing what you suggest? I have never worked with contexts before.

You've been working with two contexts, web and mgr, you just didn't know it

Go to Tools->Contexts, right-click on "web", click "Update Context", go to the Context Settings tab and click Create New.

The key is site_url, and the value is whatever you want your basic URL to be.
