Try going into the database, in the system_settings table, and set the compress_css and compress_js to 0.
always check 4 (four) config files when you move the site:
1. core/config/config.inc.php
2. config.core.php at the webroot
3. connectors/config.core.php
4. manager/config.core.php
Your problem must be at #3.

try to use the ht.access inside the manager/ folder
rename it to .htaccess

Just in case anyone is having this problem - make sure you carefully check all the paths mentioned above - I was sure mine were OK but I had two slightly different paths due to a server upgrade / site upgrade.
Both were working fine for a long time, then the server must have been changed slightly and the manager started having these issues which broke the manager page (not loading tree or anything below top navigation).
ie: /manager/min/index.php Bad request 400 (when looking in fire bug)
One of the easiest ways to double check the correct full file paths for these is to login to cpanel and it will show the full paths
I had a mix of "/....01/...." and a "/....02/...." !!
