Have a chunk called 'footer-content' with some simple contact details.
If I change the phone number, some of the pages update but several refuse to display the updated chunk.
I'm not an Evo man so am I missing some cache settings? I've deselected the cache settings on the individual resource, cleared the cache in the manager and cleared the browser cache.
I'm 100% certain the same chunk and template are being used across all pages but cannot force these resources to update.

For what its worth - Chunks in Evo don't have cache settings
If a page is set to be cacheable, then the chunk will also be cached
When you make a change in Evo to anything (so far as I have xperienced) and save the changes, the cache is cleared automatically
I could well imagine that you don't need to set your page to not be cacheable in this case
My suggestion:
Double check that all of your templates are realy using one and the same chunk in the footer and not perchance hardcoded or using a different chunk
