Download the package, then upload the transport.zip file to the core/packages folder in MODX.
Then, in the manager use System->Package Management and click on the arrow in the Download Extras button, choose "search locally for packages". The package should show up, and then install as normal.
Normally, it would be even easier than that but for some reason, that package doesn't show up anywhere under "Download Extras" in Package Manager.

Interestingly enough, not all the packages in the repository do show up in Package Management. Found more than a few like that. I figure there is some break in the submission process that gets dropped?
I thought it might be the space in the file name. Another possibility is a case mismatch between the actual package name and either the filename or the name given when submitting.
Someone with access to the Repo should write a utility snippet to detect and fix them.
