Resources/Elements/Files panel has dissappeared?

So I logged in to my site to update it but the Resources/Elements/Files panel is just not there anymore.

Can anyone suggest a way to fix this?

Have you actually uploaded the files and run upgrade, deleted everything in the core/cache folder ?

If the above is yes I would recommend uploading the files again as this can be caused by a corrupt upload.
