If it would be documented that would probably suffice. Because there are some problems with setlocale: first, the locale has to be installed on the server. And the other is, as it’s pointed out on the german forum, if you’re on IIS on a shared server or Apache on Windows, another user may override your settings. So that might be too many individual factors playing a role to make it into a feature in the settings, as we probably would see many postings with "I set locale to [...] but it doesn’t work"
