I think you have to ask your hosting provider, thats how I do it..

what about post_max_size and max_execution_time?
Also check the modx system setting upload_maxsize.
Do keep in mind that the HTTP protocol was never really intended for hauling big files around, that's the job of the FTP protocol.

also dont forget php ini value upload_max_filesize (alongside with post_max_size, which should a be a little bit bigger than upload_max_filesize)
The webserver itself can also limit HTTP upload size.

NGINX has the client_max_body_size setting to do the same thing.
