By dev. assets directory, I mean assets/mycomponents/itfits/assets/components/itfits/

Everything there should get transferred in the package and end up in assets/components/itfits/

Any transport package files (e.g., spform-3.2.1-pl.transport.zip) in the dev. directory _build/data/subpackages directory will be copied to the core/packages directory on install. If $hasSubbPackages = true, Bootstrap will create the subpackages directory for you.

At present it doesn't install them. You have to do "Search Locally for Packages" and install them one at a time, though installing them a la Articles is on the roadmap.

I think as far as the required packages (Wayfinder, FormIt, etc) I would prefer to have a message indicating that these need to be installed. Installing them from local prevents the automatic notification of updates, which I would rather not do.

Of course, this leads to the need for a function to determine if given packages are installed already or not, and respond as appropriate. So managing dependencies would be another whole section of MyComponent all by itself.

You can interact with the user in the install-options script, which could check for the existence of packages and present your message.
