You might try using a fully qualifies URL in the base_url Context Setting.
I'm afraid I've lost track of what you're doing.
That error means you're redirecting to the page with the redirection code on it (or in a plugin that executes when the page is loaded). Sometimes it can be triggered by a plugin that acts when the error (page-not-found) page is loaded and redirects to a non-existent page.
