New Webusers cant log in

I have just created a new account and set it to admin, when I try to log into this new account I get the username or password is incorrect appear, I have checked it’s in the correct case cleared the browser cache created new accounts set both admin and web user but the only account I can log in on is the original admin account.

Is there some setting which disables new users by default, this account has been created from within the manager admin.

ok sorted it, my problem was I wanted to create an account for someone to log into the manager, so I needed to create a new manager user not a web user.

Just newbie stupidness
